"The project started on 1st March, 2019, and the main works included RATA and supervision audit, OP and supervision audit, CGA, Zero/Span, regulatory compliance audit, original signal check and comparison of CEMS, explanation session for online and regulations, CEMS evaluation; The test on odor pollutant, particulate matters in discharge pipes, SOx, NOx, heavy metals, Dioxin, liquid fuel and sulfur content of bituminous coal; Inspection for indoor air quality, regulation explanation session, public and private indoor air quality audit and testing; Maintaining the manual monitoring station’s operating and correcting functions; Maintaining detecting and testing facilities in the Zhongyang Protection Network; Maintaining the pollutant source fingerprint database and contingency inquiry system; Air quality detecting in the Zhongyang industrial area by vehicles and VOCs sampling by steel cylinders; Environmental volume detecting and petitionary cases management. The period of data statistic had been started from 1st March, 2019 to 31th December, 2019, and the contents are summarized as follows:
(1)Completing 10 RATA audits and 5 detecting audits. All results were met to the Standard of RATA performance audit.
(2)Completing 10 OP audits and 4 detecting audits. In offset testing of OP and attenuator calibration, all 10 pipes’ results were met to the regulations (offset bias ±2% & calibration bias ±3%)
(3)Completing 10 CGA audits. Each pipe was met to the regulations of the “Stationary Pollution Source Continuous Emission Monitoring Systems Management Regulations”.
(4)Completing the original signal check and comparison on the ChiaHui CMS System(P002), Chiayi Factory of Nan Ya Plastics(P001), Lucao Incineration Plant in Chiayi County(P201) and Hsinkang Branch of Formosa Chemicals & Fibre Corporation, the results of comparison were consistent.
(5)Completing 10 Zero/Span offset testing, all results were met to the regulations of the Performance Standard.
(6)Completing 10 regulatory compliance audits, and providing related opinions to factories for further improving.
(7)Completing 4 public and private CEMS evaluating works on 14th and 15th October, 2019, all deficiencies were sent to them for further improving.
(8)Completing on-line database audits and maintaining on-line system function and communication environment for 10 months, all daily and monthly reports delivery status were met to the regulations. Daily information needed to be transmitted by 11 am on next day to the EPB, and monthly reports needed to be transmitted by 15th in next month.
(9)Holding one CEMS regulation explanation session on 6th December, 2019. The session was focus on the cooperating works after regulations had been revised and learning new transmission on-line works. By enhancing the cognition on regulations for public and private places, in order to increase their responding abilities.
(10)Completing 33 odor pollutants audits, 3 factories and 7 livestock farms were not met to the Standard.
(11)Completing 12 P.S.N audits, 5 factories’ PM concentrations were not met to the standard.
(12)Completing 3 Dioxin and heavy metal audits in discharge pipes, all results were met to the standard.
(13)Completing 20 liquid fuel and 5 sulfur content of bituminous coal test, all results were met to the standard.
(14)Completing 30 indoor air quality inspections on CO2, providing suggestions to the failed areas for improving.
(15)In order to efficiently propaganda current Indoor Air Quality Act and how-to-improve–poor-air-quality, holding 3 regulations explanation sessions on 26th June, 27th September and 18th November.
(16)According to Article 4 of the Indoor Air Quality Act “Industry competent authorities at all levels shall guide premises under their authority to improve their indoor air quality”. Holding 1 cross-bureau coordinating meeting on 29th November, 2019,..." |
