Title "104年度花蓮縣資源回收推動與宣導活動計畫"
Abstract "主要工作項目包含對各類指定業者執行稽查、計畫控管及本縣鄉鎮市公所輔導，針對環保署及環保局各項績效評比計畫及交辦事項，如期如實完成。以下即針對統計至104年12月31日止之各項工作成果進行摘要說明。一、在推動鄉鎮市公所、機關、學校、團體辦理資源回收部分，每月均依約提送各類成果報表，並以上年度同期與上月提報數量進行比較，避免公所填報錯誤。二、在辦理應回收廢棄物責任業者重點稽查取締工作部分，完成環保署及其他縣市函請案件共43件，主動查獲違規商品共121件，經上網查詢業者登記與責任物判定後有15件商品違規，所有查核結果均已填妥紀錄單提送環保局。三、在辦理應設置資源回收設施販賣業者重點稽查取締工作部分，12大行業中已完成656家列管業者之查核工作，現場稽查缺失以超級市場業33.7%為最多、其次為汽機車加油站25%及連鎖飲料店業者24%，其缺失狀況以未張貼回收標誌、回收桶擺放不明顯及未設置回收設施居多，皆立即於現場輔導改善完成，未有違規告發情形。四、在辦理落實應回收廢棄物回收處理管理稽查工作部分，每月完成1家次處裡業者、18家次已登記回收商及31家次未登記回收商業者稽(巡)查工作，並依照103年度回收商評比進行加強稽查，目前共計稽(巡)查914家次，業者缺失狀況多為應遮蔽未遮蔽、容器或輪胎積水及環境髒亂情況，業者皆於期限內改善完成，未有違規告發情形。五、在辦理限制產品過度包裝訪查工作部分，配合環保署來文於重點節慶前夕稽查共2,591件商品，其中半數以上為重複性商品。六、在辦理一次用飲料杯減量及回收措施稽查工作部分，目前已完成357家次稽(巡)查工作(列管194家次)，業者大多使用現金回饋的優惠措施，而民眾自備飲料杯情形以連鎖咖啡店與連鎖便利商店成效較為顯著，經分析與各行業的「商店型態」、「店家宣導積極度」等有明顯關聯。七、在辦理免洗餐具公告(公部門及學校)稽(巡)查工作部分，已完成40家次稽(巡)查工作，列管家數23家且多為團膳單位負責餐具。八、在辦理塑膠類托盤及包裝盒列管對象輔導與稽查工作部分，已完成第一次列管對象巡查4次，共計208家次，尚未發現任何違規情形。配合減量計畫托盤類已變成PLA材表示支持環保政策，而環保署責任業者繳費量卻大增，與環保政策相互衝突，應有相關配套措施。九、在辦理含汞產品稽查工作部分，已完成564家次業者稽(巡)查工作，均未發現電池標示不清之狀況。十、在針對本縣13鄉鎮市每2月進行1次資源回收績效考核相關數據查核輔導工作，今年度已完成6場次輔導作業。十一、在針對本縣13鄉鎮市辦理4場次清潔隊長聯繫會報，今年度已完成4場次會報。十二、媒體宣導工作已於4月起於中國廣播公司花蓮台、警察廣播電台，燕聲電台及後山電台進行託撥宣導迄今已完成1,300檔次之播送、平面媒體於更生日報與聯合報刊登各三則(共六則)、完成3則影片製作並於洄瀾電視台撥出、完成宣導車車身彩繪及宣導人偶之製作並完成30場次彩繪車宣導。十三、已完成5場次記者會與說明會以及42場次資源回收宣導活動，並進行問卷分析，問卷人數為1,409人，其回饋呈現民眾在「知道」與「做到」間仍有差異，建議改善未來的宣導方式。十四、完成一場次大型宣導活動，並藉由粉絲專頁擴大後續資源回收公仔之活動宣導效益，現場參與人數為1,000人以上，網頁宣導參與互動人數達6,097人，透過交流平臺增進全民資源回收率。十五、完成6次13鄉鎮市公所業務執行輔導與轄內34次隨車破袋稽查，部分公所配合度有待加強，未發現回收率有提升之狀況。十六、完成創新作為研究調查，界定鯉魚潭周邊民宿垃圾產生之基本量範圍，民宿垃圾產生量略低於一般垃圾，未來可作為是否將民宿納入事業單位之參考。"

Title "108年度低碳生活及產業生產建置計畫"
Abstract "花蓮為觀光大縣，為減少空氣污染物，提升本縣環境空氣品質，本計畫協助推廣本縣租賃業者購買、汰換電動機車，將低碳產業推動工作帶入日常生活，帶動民眾及遊客共同推廣本縣低碳旅遊，以達環境永續之目的。本計畫主要工作項目包含電動機車推廣、電動充電站增設、推動本縣具體落實無悔措施、低碳產業群聚輔導、低碳示範社區推廣及低碳旅遊之推廣等工作。以下針對工作項目統計至108年12月31日止之各項工作成果進行摘要說明。（一）協助機關推廣租賃業者購買電動機車及查核作業：1、以火車站周邊之租賃業者進行輔導，本縣共86家租賃業者，已有15家業者申請補助共計119台，目前申請車輛皆為租賃使用。2、針對歷年本計畫補助電動機車實施追蹤查核，透過局內發文至監理站，補助車款皆於花蓮縣內使用，本次亦要求業者提供騎乘里程數，以備供查，完成386台。3、於108年5月14日辦理1場租賃業者新購電動機車說明會。（二）低污染運具及綠色運輸推廣，透過充電站串連花蓮綠色交通網路，增設30處電動機車充電站。（三）推動政府機關節能減碳措施1、針對本縣機關學校進行無悔措施查核，完成39家查核作業。2、針對10處查核項目不佳之機關學校，透過ESCO服務團隊，進行現場診斷、節能減碳技術諮詢服務，透過交流討論，提出節能改善方案，供單位作為節能改善之參考依據。3、輔導2社區參與「減碳行動獎」。（四）低碳產業群聚輔導：以後山‧山後故事館為中心，導入低碳產業群聚概念，建立產業群聚帶動綠色商機的群聚效益，已完成5處改善作業。（五）低碳示範社區推廣及輔導：依社區特色完成5處村里改造作業(鳳林鎮牛根草社區、鳳林鎮南平里、吉安鄉干城村、瑞穗鄉舞鶴村及鳳林鎮鳳信里)。（六）推動低碳輔導或示範措施，辦理本縣公私場所老舊設備淘汰1、導入ESCO服務團隊，針對無悔措施查核項目不佳之機關學校及在地產業排碳量需求較高之公私場所，進行現場診斷服務、節能技術諮詢及節能輔導作業等…追蹤成效報告一式。（七）花蓮低碳旅遊推廣1、以花蓮低碳之旅，規劃3條旅遊路線，分別為漫步奇幻峽谷、暢遊蔚藍海岸及走跳綠地縱谷。2、完成「108花蓮低碳之旅」旅遊手札設計及印製5,000本，並於遊客中心、民宿協會、低碳商旅店進行放置，供遊客索取。3、完成「花蓮低碳騎透透」宣導摺頁設計及印製20,000張，與手札一併發放。4、完成「花蓮玩很大之電動機車遊花蓮」等3集宣導影片拍攝及後製，並於洄瀾電視台、低碳花蓮e騎趣、環保局臉書、Youtube、花蓮邦及在地部落客粉絲專頁等進行播放。5、「低碳花蓮e騎趣」社群網站，提供低碳旅遊相關資訊，並鼓勵遊客響應電動機車低碳旅遊，目前網站人數共計4,396人次。6、完成低碳旅遊問卷調查表，回收共663份。（八）碳匯券推廣：完成碳匯券樣式設計及印製，共計5,000張，回收5,000張，總減碳量達132,749.54公斤/CO2。"

Five improvement operations have been completed.(5) Promotion and counselling of low-carbon demonstration communities: Complete 5 village reconstruction operations (Niugencao Community of Fenglin Town, Nanpingli of Fenglin Town, Qiancheng Village of Ji''an Township, Wuhe Village of Ruisui Township, and Fengxinli Town of Fenglin Township).(6) Promote low-carbon counseling or demonstration measures to eliminate obsolete equipment in public and private places in the county1. Introduce the ESCO service team to conduct on-site diagnostic services, energy-saving technical consultations, and energy-saving counseling operations for government institutions, schools, and public and private places with high carbon emissions requirements in the local industry with no regrets measures.(7) Promotion of Low-Carbon Tourism in Hualien1. Based on a low-carbon trip to Hualien, plan three tourist routes, namely, walking through a fantasy canyon, swimming on the azure coast, and walking on the green valley.2. Complete the design and printing of 5,000 copies of the 108 Hualien Low-Carbon Tour travel brochure, and place them at the Visitor Center, Homestay Association, and Low-Carbon Commercial Hotels for visitors to request.3. Abstract "近年來由於生活水準提昇，環保意識抬頭，民眾對於生活週遭影響其生活品質之污染、公害問題不再漠視與容忍，故公害陳情案件有越來越多的趨勢。根據環保報案中心資料統計，本縣近年來所受理之陳情案件，數量已超過３,５００件之規模。為降低公害、污染問題之產生，公害陳情案件之處理乃透過全天候二十四小時、全年無休之方式，以取締污染、輔導污染源改善等方法並輔以行政管理手段，期以最迅速之處理方式，於第一時間發現公害，並妥善處理污染發生源，提供陳情民眾最佳之服務，以消弭民怨。此外並透過各項宣導活動之推動，教育民眾正視環境污染問題，進而降低污染、公害問題之產生。藉由公害陳情案件處理工作之執行，發揮為民服務之最大成效，肩負起環境保護之重責大任，期以結合民間主動檢舉不法之力量，共同打擊及改善污染來源，提供縣民最佳之服務品質及居住生活環境。"

chi_title "104年度花蓮縣資源回收推動與宣導活動計畫"
Chi_Subject "主要工作項目包含對各類指定業者執行稽查、計畫控管及本縣鄉鎮市公所輔導，針對環保署及環保局各項績效評比計畫及交辦事項，如期如實完成。以下即針對統計至104年12月31日止之各項工作成果進行摘要說明。一、在推動鄉鎮市公所、機關、學校、團體辦理資源回收部分，每月均依約提送各類成果報表，並以上年度同期與上月提報數量進行比較，避免公所填報錯誤。二、在辦理應回收廢棄物責任業者重點稽查取締工作部分，完成環保署及其他縣市函請案件共43件，主動查獲違規商品共121件，經上網查詢業者登記與責任物判定後有15件商品違規，所有查核結果均已填妥紀錄單提送環保局。三、在辦理應設置資源回收設施販賣業者重點稽查取締工作部分，12大行業中已完成656家列管業者之查核工作，現場稽查缺失以超級市場業33.7%為最多、其次為汽機車加油站25%及連鎖飲料店業者24%，其缺失狀況以未張貼回收標誌、回收桶擺放不明顯及未設置回收設施居多，皆立即於現場輔導改善完成，未有違規告發情形。四、在辦理落實應回收廢棄物回收處理管理稽查工作部分，每月完成1家次處裡業者、18家次已登記回收商及31家次未登記回收商業者稽(巡)查工作，並依照103年度回收商評比進行加強稽查，目前共計稽(巡)查914家次，業者缺失狀況多為應遮蔽未遮蔽、容器或輪胎積水及環境髒亂情況，業者皆於期限內改善完成，未有違規告發情形。五、在辦理限制產品過度包裝訪查工作部分，配合環保署來文於重點節慶前夕稽查共2,591件商品，其中半數以上為重複性商品。六、在辦理一次用飲料杯減量及回收措施稽查工作部分，目前已完成357家次稽(巡)查工作(列管194家次)，業者大多使用現金回饋的優惠措施，而民眾自備飲料杯情形以連鎖咖啡店與連鎖便利商店成效較為顯著，經分析與各行業的「商店型態」、「店家宣導積極度」等有明顯關聯。七、在辦理免洗餐具公告(公部門及學校)稽(巡)查工作部分，已完成40家次稽(巡)查工作，列管家數23家且多為團膳單位負責餐具。八、在辦理塑膠類托盤及包裝盒列管對象輔導與稽查工作部分，已完成第一次列管對象巡查4次，共計208家次，尚未發現任何違規情形。配合減量計畫托盤類已變成PLA材表示支持環保政策，而環保署責任業者繳費量卻大增，與環保政策相互衝突，應有相關配套措施。九、在辦理含汞產品稽查工作部分，已完成564家次業者稽(巡)查工作，均未發現電池標示不清之狀況。十、在針對本縣13鄉鎮市每2月進行1次資源回收績效考核相關數據查核輔導工作，今年度已完成6場次輔導作業。十一、在針對本縣13鄉鎮市辦理4場次清潔隊長聯繫會報，今年度已完成4場次會報。十二、媒體宣導工作已於4月起於中國廣播公司花蓮台、警察廣播電台，燕聲電台及後山電台進行託撥宣導迄今已完成1,300檔次之播送、平面媒體於更生日報與聯合報刊登各三則(共六則)、完成3則影片製作並於洄瀾電視台撥出、完成宣導車車身彩繪及宣導人偶之製作並完成30場次彩繪車宣導。十三、已完成5場次記者會與說明會以及42場次資源回收宣導活動，並進行問卷分析，問卷人數為1,409人，其回饋呈現民眾在「知道」與「做到」間仍有差異，建議改善未來的宣導方式。十四、完成一場次大型宣導活動，並藉由粉絲專頁擴大後續資源回收公仔之活動宣導效益，現場參與人數為1,000人以上，網頁宣導參與互動人數達6,097人，透過交流平臺增進全民資源回收率。十五、完成6次13鄉鎮市公所業務執行輔導與轄內34次隨車破袋稽查，部分公所配合度有待加強，未發現回收率有提升之狀況。十六、完成創新作為研究調查，界定鯉魚潭周邊民宿垃圾產生之基本量範圍，民宿垃圾產生量略低於一般垃圾，未來可作為是否將民宿納入事業單位之參考。"

Chi_Subject "高雄市政府環境保護局(以下簡稱環保局)為進一步將自助式服務概念逐步應用於資源回收工作上，以電子票證加值為誘因，推動「102年度高雄市委託規畫建置廢容器自動回收機器結合捷運ㄧ卡通回收自動加值系統計畫」(以下簡稱本計畫)，除提供市民便利及創新回收管道外，更結合電子票證一卡通回收加值服務，以鼓勵市民做環保，多多利用一卡通搭乘公共運輸系統，減少空氣污染，共同建立高雄市宜居城市形象。本計畫採用之廢容器自動回收機器為財團法人精密機械研究發展中心所設計研發，包括壓縮減積、辨識系統、觸控螢幕、回收數量統計與ㄧ卡通加值等功能，並命名為「ARM自動資源回收機」，可供民眾將廢寶特瓶及鐵鋁罐投入自動資源回收機內回收，自動於一卡通內加值。為提供自動資源回收機供市民使用，本計畫經環保局同意後於102年11月11日起於美麗島捷運站8號出入口設置，由陳菊市長進行揭幕啟用，並透過宣導摺頁及網路簡短訊息，提供市民操作ARM自動資源回收機相關注意事項及回收費率。設置初期回收費率為1個廢容器1元，民眾反映相當熱烈，但回收價金高於市場回收價格約4倍，故於103年8月19日調整回收費率為3個廢容器1元，以趨近市場回收價格，提高廢容器資源回收量，統計至103年9月30日止，總計已回收402,390個廢容器。最後，本計畫也蒐集彙整國外及本市設置廢容器自動資源回收機相關資料及成果，規劃出未來設置最佳可行性方案及標準作業流程，使ARM自動資源回收機可以廣泛的設置於適當地點及提供市民便利回收管道。"

Chi_Subject "花蓮縣之部分回收物因變賣低價或無便利去化管道造成回收量無法有效呈現，以農藥行為例，經調查各農藥行與上游經銷商間並未有良好逆向回收管道，導致農藥廢容器之回收量不如預期，深色玻璃瓶因變賣價格較低亦有相同之問題，為精進廢玻璃容器與農藥廢容器之回收，暢通回收管道，故透過本計畫辦理回收兌換宣導活動，強化本縣廢玻璃容器與農藥廢容器之回收管理工作。主要回收項目以廢玻璃容器與農藥廢容器為主，廢乾電池與廢光碟片為輔，工作項目為辦理回收兌換宣導活動，包括各鄉鎮定點巡迴宣導、電台與帄面宣導及結合社區和農會產銷班加強宣導等，以下即針對統計至105 年10 月31日止之各項工作成果進行摘要說明。一、 在提報環保署計畫中，預計本計畫年度辦理回收兌換宣導活動後，清潔隊體系回收量可提升5%。環保署資料統計至今年10 月為止，與104 年同期回收量相比，清潔隊之廢玻璃容器回收量約提升17.73%，農藥廢容器回收量約提升374.06%。二、 配置巡迴宣導車輛及相關宣傳設備，包括車身張貼宣導文宣、聲音播放設備、資源回收設施及宣導關東旗四組，加強活動辦理前之宣導作業。三、 於13 鄉鎮市共計51 處地點辦理回收兌換宣導活動，包括富里鄉、光復鄉、玉里鎮、瑞穗鄉、鳳林鎮、壽豐鄉、秀林鄉、卓溪鄉、新城鄉、萬榮鄉、豐濱鄉、吉安鄉及花蓮市等各鄉鎮市均至少設置三處固定之回收兌換地點。四、 共辦理106 場次回收兌換宣導活動，參加總人數為6,391 人次，廢玻璃容器回收量共23,224.9 公斤，農藥廢容器回收量共1,979.9 公斤。帄均單場活動參加人數為60 人次左右，回收廢玻璃容器約219.1 公斤，農藥廢容器約18.7 公斤。五、 電台媒體宣導部分共完成508 檔次之播送，五月及六月於中國廣播公司花蓮臺鄉親網、花蓮蔬菜運銷合作社附設農民電台及行政院農委會漁業署附設漁業廣播電台進行託播宣導共308 檔次，七月於燕聲廣播電台託播宣導100 檔次，八月於蓮友廣播電台託播宣導100 檔次。六、 共製作50 份清潔車輛託播音檔，交由各鄉鎮市公所清潔隊於清潔車收受民眾垃圾時播放活動宣導，吸引民眾注意並達到宣傳效果。七、 帄面宣導部分，製作宣導海報一式300 張，於五月份發送至各鄉鎮市公所、農會及社區發展協會等約200 處協助張貼公告，並於七月份發送修正後活動場次海報至各鄉鎮市公所、農會及活動辦理地點等約100 處。八、 帄面宣導部分，製作宣導單張文宣一式20,000 張，於五月上旬及七月下旬時進行蘋果日報、自由時報、聯合報、中國時報、經濟日報及工商時報等六大報系訂戶夾報作業各10,000 張。九、 帄面媒體宣導部分共登載三則專刊於聯合晚報，內容為廢玻璃容器及農藥廢容器回收方式、回收管道之宣導，並加強回收兌換活動之宣傳及說明計畫執行成果。十、 網路媒體宣導部分於兩個帄台共發布34 則活動相關資訊，並於「花蓮縣環保局資源回收資訊網」建立廢玻璃容器及農藥廢容器回收兌換資訊專區，並配合「花蓮資源回收走透透」粉絲專頁，隨時更新活動資訊及活動現場辦理情形。十一、 辦理宣導說明記者會一場，共十家媒體單位到場參與，並於中廣新聞網、指傳媒、洄瀾網、自由時報、台灣新生報、中國時報、公視新聞網、民視新聞及聯合報等媒體登載記者會宣傳之兌換宣導活動內容。十二、 製作代言人偶「小粉源」，並配合本縣回收代言大使「小回藍」，共同參與資源回收相關宣導活動及環保行動劇之拍攝。"

chi_title "107年度花蓮縣推動溫室氣體管制執行方案與強化低碳永續家園運作體系計畫"
Chi_Subject "為將花蓮縣打造低碳城市之願景，本計畫將低碳生活宣導及推動低碳永續家園等工作劃分為多面向之執行方式；冀希將低碳生活帶入日常生活中，將低碳永續家園六大運作機能102項行動項目推廣至各村里社區，帶動全民加入減碳行列，讓本縣環境達到永續之目的。本計畫主要工作項目包含推動本縣低碳永續家園認證評等推廣、氣候變遷調適活動、低碳生活推廣、低碳店家認證推廣及推廣民眾參與節能減碳等工作，針對環保署各項績效評比及交辦事項，如期如實完成。以下針對工作項目統計至107年11月10日止之各項工作成果進行摘要說明。（一）本年度共辦理2場次跨局處會議，共31位局處單位參與會議，主要以「溫室氣體減量管理策略」及「低碳永續家園六大運作機能102項行動項目推廣及權責單位分工事項」，召開溝通、協調與整合跨局處之會議，俾利為本縣於考評成績上增取佳績。（二）為達成發展低碳城市之願景，本年度辦理2場次運作機能技術與資訊諮詢小組(綠能節電及資源循環)會議。經會議討論綠能節電以本縣推動低碳店家形象改造帶入既有行動項目中廣使用節能電器及推廣場所適度照明進行整合；資源循環部分以二手跳蚤市集活動與廢棄物分類再利用進行整合，新增2件成果文件轉換為轉認證專案，登載於「低碳永續家園資訊網」中。（三）辦理1場社區參與評等認證說明會共60位村里民眾參與，會議中邀請宜蘭大學謝哲隆教授擔任講師以評等制度說明、村里行動項目診斷、盤點方法論等進行說明，後續本計畫將協助各村里申請認證作業。（四）村里參與低碳永續家園認證評等工作，已完成11處報名成功(南華村、勝安村、慶豐村、宜昌村、東昌村、永安村、民立里、民主里、民有里、主勤里、鳳禮里)。（五）3處村里由入圍等級提升至銅級(鳳禮里、鳳信里、北林里)。（六）2處鄉鎮取得銅級認證(豐濱鄉、鳳林鎮)。（七）完成105-106年度補助社區名單及補助項目資料函送環保署。（八）協助東部生活圈現地查核作業本年度為花蓮市國福里獲得銅級評等之鄉鎮(市)區與村里成果，經查核後以維持認證有效期相關成果之維護管理。（九）縣市參與低碳永續家園評等與分級認證，持續收集縣內相關計畫資料，協助花蓮縣取得銅級認證。（十）輔導與協助縣內10處核心村里(社區)，邀請3位專家進行現勘，並以實質的方式協助社區低碳改造工作。（十一）針對本縣既有之低碳示範社區，以維持認證有效期內相關成果之維護管理，補強社區之缺少之行動項目。（十二）針對本縣5家應盤查登錄溫室氣體排放量之排放源進行盤查登錄名單確認，並完成現地查核作業；本年度辦理1場次溫室氣體申報查核說明會共61人參與，協助企業完成年度申報作業。（十三）為建立全民氣候變遷素養及知能，辦理完成2場提升民眾氣候變遷素養宣導活動共123人參與；結合本縣小學辦理2場次氣候變遷影片宣導活動共90位師生參與；2場次氣候變遷及低碳生活推廣宣導說明會共125人參與。（十四）於暑假期間針對本縣4-6年級學生辦理1場客家文化自然守護環境教育活動，共27位學童參與。（十五）推動花蓮縣氣候與環境資訊調查及相關風險評估，聘請研究員蒐集相關資料，並聘請3位委員召開5次小型會議。（十六）以「氣候變遷、為氣候發聲」議題邀請局長拍攝宣導影片，並放置於youtube及花蓮縣節能小尖兵粉絲專業供民眾觀賞。（十七）成立花蓮縣節能減碳小尖兵Facebook社群網站人數達10,501人；綠網文章50篇；分享次數達2,829次。（十八）為推廣低碳永續旅遊及環境教育本年度結合客家文化自然守護環境教育活動搭乘電動E公車共同辦理；並辦理1場次低碳輔導或示範措施座談會共52人參與。（十九）辦理3場次低碳店家培訓課程及輔導共246人參與，讓歷年之店家更新最新環保資訊；未參與之業者，可透過宣導會盤查店內設備並改善店內環境。（二十）協助20家在地商旅店業者辦理低碳環境行項改造輔導作業，精本次輔導減碳量約16,248kgCO2e/年。（二十一）為提升計畫人員素質及瞭解計畫內容，已辦理完成在職教育訓練3場次。"
